Master of Law

M.H

The Master of Law Study Program at Universitas Batam is designed to produce professional graduates, academics, and legal reformers who are critical, innovative, and capable of responding to contemporary legal challenges. The programme equips students with advanced analytical skills grounded in legal theory and research methodologies to address increasingly complex legal issues in the modern era. To support this objective, the Master of Law Study Program utilises information and communication technology (ICT)-based information systems in developing competency-based academic policies and best practices. The programme also implements a dynamic learning process aligned with the Tri Dharma of Higher Education, providing opportunities for students and the entire academic community to develop their talents, interests, and creativity. The graduate profile is developed through an Outcome-Based Education (OBE) curriculum. The process begins with an analysis of stakeholder needs—including employers, government institutions, and society—to formulate the Program Educational Objectives (PEOs) and Programme Learning Outcomes (PLOs). These outcomes serve as the foundation for designing the curriculum structure, learning content, and assessment methods, ensuring that graduates acquire the competencies required through a process of continuous quality improvement. In today's era of globalisation and free trade, the industrial and commercial sectors face increasingly complex challenges that demand high levels of competitiveness and efficiency. Human resources therefore play a strategic role as a key driver of national and international development. In response to these challenges, the Master of Law Study Program actively promotes inclusiveness through collaborative partnerships with various institutions to advance legal scholarship founded on neutral, objective, and universal legal principles.

The programme was initiated as part of Universitas Batam's long-term vision to develop a doctoral education programme that is research-oriented, grounded in contemporary issues, and capable of making meaningful contributions to regional and national development. During its initial development, the Faculty strengthened its academic capacity through collaboration with nationally recognised experts in Human Resource Management, the development of a research-based curriculum aligned with global standards, and continuous enhancement of academic staff qualifications and the institutional research ecosystem. Responding to the increasing demand for highly competent Human Resource Management specialists across government institutions, private enterprises, state-owned enterprises, healthcare organisations, educational institutions, and micro, small, and medium-sized enterprises (MSMEs), Universitas Batam has positioned Human Resource Management as one of its strategic areas of excellence. Throughout its development, the Doctoral Program in Human Resource Management has continued to strengthen its academic standing through the advancement of flagship research, the expansion of academic networks, and international collaboration. Research undertaken by faculty members and doctoral candidates has made significant contributions to addressing strategic challenges in border regions, particularly in the areas of bureaucratic transformation and civil service management, enhancing organisational performance in both public and private sectors, human resource governance in strategic industries, local talent development within the global ecosystem, and the strengthening of micro, small, and medium-sized enterprises (MSMEs), healthcare services, and the tourism sector. Today, the Doctoral Program in Human Resource Management of the Faculty of Economics and Business, Universitas Batam, has evolved into a centre for the advancement of human resource management scholarship. The programme is committed not only to producing academically accomplished doctoral graduates but also to developing thought leaders who are capable of addressing the complex challenges of sustainable development in dynamic border regions.
